CONTEXT
In 2004, the Ministry of Education (MEN) confirmed the implementation of the "Common European Framework of Reference for Languages: Learning, Teaching, Evaluation", in formal education institutions in basic, middle and higher education. In 2006 the Decree 3870, which normalizes the quality of English programs was implemented. This implementation modifies the importance status of the English component in the ICFES test from the second semester of 2007, since it began to be considered as a score of the ICFES exam, which means that the result in this area modifies positive or negatively the general score obtained by the graduate.
The MEN establishes the Foreign Language Curriculum Guidelines ​​in 1999, and designs the National Bilingualism Program 2004-2019, establishing in 2006 “Basic Standards of Competence in Foreign Languages: English”: which  proposes “clear and public criteria” to classify students by levels: A1, A2, B1 (see table 1) according to the “Common European Framework of Reference for language learning” (2002) which consistently unifies “the purposes of the educational system” (2006) regardless of region, socioeconomic strata, or special conditions. It is a requirement that the level to be reached in 11th grade is B1, which means that the student will have acquired the communicative skills of a subject whose competence is at a pre-intermediate level.
In 2013 it is evident the difficulty to achieve the goals proposed by the government due to the lack of teachers trained linguistically and pedagogically to assume the teaching of the language in the first grades, which is mandatory from the law 115 of 1994. Although this situation has improved a little in recent years due to the investments made with the teachers of the official sector, it continues to be as a challenge for institutions that train teachers and for territorial entities.
Taking into account the mission of the Normal Schools in the training of teachers for pre-school and primary, and with all the previous antecedents, a space is created that aims to articulate a network of socialization, reflection and discussion about the new trends in the teaching of English where, both experts and educators, teachers, and teachers in training, can know and share ideas, experiences, research results, which can be used in a way that promotes pedagogical practices and achieve the proposed goals.
This is how in 2013 the Escuela Normal Superior de Bucaramanga held the First International Meeting for Research and Innovation of Programs in Foreign Languages, establishing itself as a biannual conference that allows English teachers to have a meeting space, which is developed again in 2015, achieving excellent results in both versions.
For this current year 2018, the third version is offered, now with the experience of the previous two events and with an original name adjusted to the new conditions: "Research and Classroom Experiences".
